Uganda’s military chief, General Muhoozi Kainerugaba, is visiting Rwanda to hold discussions with President Paul Kagame and senior security officials. This visit coincides with heightened tensions in the eastern Democratic Republic of Congo (DRC). The Uganda People’s Defence Forces (UPDF) are currently operating in the DRC to counter violent extremist groups, such as the ADF and CODECO militias. During a lecture to senior military officers at the Rwanda Defence Force (RDF) Command and Staff College in Musanze district, Uganda’s General Muhoozi Kainerugaba called on African militaries to overcome barriers that hinder military cooperation, stressing its vital role in advancing regional stability and continental unity. Gen Kainerugaba identified challenges such as regional conflicts and underdevelopment as key obstacles to effective collaboration. He urged the officers to adopt a broader, pan-African perspective, moving beyond national interests, and to prioritize initiatives like regional cooperation, human security, and strengthening partnerships with Africa’s traditional allies.

He emphasized that collective action is essential in tackling shared challenges, noting that military cooperation not only helps prevent conflicts but also fosters economic growth by reducing defense expenditures. The Ugandan Chief of Defence Forces (CDF) highlighted the benefits of collaboration, stating that pooling resources and leveraging each nation’s unique strengths leads to the best outcomes. He praised the diverse representation of African countries among the student officers, stressing the importance of African-led solutions to African problems. Such an approach, he argued, is crucial for achieving strategic security, prosperity, and stronger continental ties.

Gen Kainerugaba also called for a shift in mindset, encouraging officers to move away from a competitive mentality where African nations seek to outshine one another. Instead, he advocated for a cooperative spirit that unites efforts toward common goals. He acknowledged the leadership of Ugandan President Yoweri Museveni and Rwandan President Paul Kagame, crediting their efforts for fostering strong ties between the Uganda People’s Defence Force (UPDF) and the RDF. As part of his visit, Gen Kainerugaba toured the college’s facilities and received a briefing on its operations. He was accompanied by his Rwandan counterpart, General Mubarakh Muganga, who joined him throughout the activities.

General Muhoozi recently vowed to formalize a defense agreement between Uganda and Rwanda, declaring, “Any attack on one of our nations will be considered an attack on both.” This statement highlights the deepening alliance between the two countries.
