DRC and Rwanda Announce Major Progress in the Implementation of the Washington Peace Agreement

Amid ongoing diplomatic efforts aimed at restoring peace and security in the Great Lakes region, the fifth meeting of the Joint Oversight Mechanism responsible for monitoring the implementation of the Washington Peace Agreement signed between the Democratic Republic of Congo (DRC) and Rwanda was held in Geneva, Switzerland. The meeting highlighted that tangible progress has been made in fulfilling the commitments agreed upon by both parties.
The meeting, held on July 15 and 16, 2026, brought together high-level representatives from the United States, Rwanda, the Democratic Republic of Congo, Qatar, Togo as the African Union (AU) facilitator, as well as representatives from the African Union Commission.
In a joint statement issued by all parties represented at the meeting, participants expressed satisfaction with the progress achieved in implementing key provisions of the Washington Peace Agreement, particularly those related to dismantling the FDLR armed group and lifting Rwanda’s defensive measures established in response to security concerns along its borders.
The participants held detailed discussions on the security situation in eastern Democratic Republic of Congo, reviewed the current status of the agreement’s implementation, and examined strategies to strengthen cooperation aimed at achieving lasting peace.
Rwanda and the Democratic Republic of Congo reaffirmed their political commitment to accelerating the implementation of the Washington Peace Agreement. Both sides emphasized their determination to intensify efforts aimed at addressing security challenges, including the dismantling of the FDLR armed group, as well as implementing all other agreed provisions designed to rebuild trust between the two countries.
The United States Government’s Bureau of African Affairs also welcomed the progress made, describing it as an important step that could provide renewed hope for sustainable peace in the region.
In a statement released by the bureau, it said:
“The Democratic Republic of Congo and Rwanda have demonstrated progress in dismantling the FDLR and removing Rwanda’s defensive measures in eastern Congo. These are important steps toward lasting peace in the region, and the United States will continue to support the implementation of this agreement.”
To further strengthen the monitoring of the Washington Peace Agreement and build confidence between the two sides, participants agreed to establish a permanent mechanism for tracking and assessing each party’s progress in fulfilling its respective commitments.
This monitoring framework is expected to help provide progress-based reports, identify potential challenges, and develop solutions that will facilitate the path toward sustainable peace.
The meeting also provided an opportunity for representatives of MONUSCO, the United Nations peacekeeping mission in the Democratic Republic of Congo, to present ongoing efforts aimed at supporting the implementation of commitments outlined in the Washington Agreement.
These efforts include programs to support the disarmament of FDLR combatants, facilitate their reintegration and return to Rwanda, and strengthen cooperation with various stakeholders to ensure that all processes are conducted in accordance with international law.
MONUSCO also presented plans for the next phases of operations aimed at enhancing coordination among all parties involved in the implementation of the agreement.
At the conclusion of the meeting, Rwanda and the Democratic Republic of Congo pledged to maintain continuous information-sharing mechanisms in order to establish a common understanding based on reliable security information concerning eastern Congo. The objective is to reduce conflicting narratives and facilitate cooperation in efforts to promote peace and stability.
All parties expressed appreciation for the role played by the United States, Qatar, Togo, and the African Union in supporting diplomatic initiatives and mediation efforts aimed at achieving lasting peace between the DRC and Rwanda.
Although the latest developments were described as a positive sign of progress, analysts noted that the full implementation of the Washington Peace Agreement will require sustained political commitment, the rebuilding of trust among all stakeholders, and strict adherence to the obligations undertaken by each party.
The ultimate goal remains achieving lasting peace and stability in eastern Democratic Republic of Congo and throughout the wider Great Lakes region.
